Can the Wheel Be Removed with the Rack'em Lock'em Magnum Wheel Lock Part # RA-25 Installed

Cant the wheel lock #R-24 be removed with the wheel and replaced with a spare??

Yes, the wheel can still be removed with the Rack'em Lock'em Magnum Wheel Lock part # RA-25 installed. In order to prevent the wheel from being removed you would also want to use a locking lug nut like part # RG01-150 which works with 1/2" diameter lug studs. The locking lug nut will require a special tool to be used to remove the wheel. The tool is included with the lug nuts.
