I'd be happy to get you the best setup for your 2016 VW Golf SportWagen. To start, I recommend using Draw-Tite # 24949 which is a Class I hitch that has a 1-1/4 inch receiver and a tongue weight capacity of 200 lbs.
For a bike rack you will need to stick with a Class I rack that fits a 1-1/4 inch receiver and a great option would be the Swagman XC # S64650. This rack offers a 4 inch rise for ground clearance and measures 10-1/2 inches from hitch pin hole to the wheel loop and a weight capacity of 35 lbs per bike.
The Swagman XC does have a threaded pin and clip but I strongly recommend using the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks # S64031. This will both secure the bike rack to your hitch and secure your bikes to the rack.
I've added links to video reviews of these products for you to take a look at as well.
