The Snap-Loc Panel Cart/Pushcart with E-Track Anchor Points # SL1500PCR319-P that you referenced has 2 different configurations for how you can install the handles as is indicated by the product name.
When used in the panel configuration you will have 17-1/2" of width between the handles as opposed to the 32" of width when used in the pushcart configuration.
