The Holding Tank Heater Pad part # 277-000164 is a thermostatically controlled heating pad that is designed to turn on when the water in the tank is below 45 degrees Fahrenheit and turn off when the water in the tank is about 67 degrees Fahrenheit. If you can confirm that the water in your tank is below 45 degrees Fahrenheit, then you will want to test the power going to the heating pad with a circuit tester like part # PTW2993.

If power is reaching the red wire on the heating pad, then there is likely an internal fault in the heating pad, and it will need to be replaced. If power is not reaching the heating pad, then the fuse on the switch (if equipped) may be blown or the battery may be dead. The above heating pad comes with a 1-year warranty therefore if it is less than 1 year old it may be covered under warranty.
