Does Install of Pivot Arms on B and W Slider Hitch Require Using Nuts Behind Where Bolts Thread  

Question:

I feel pretty foolish over this but I am installing the pivot arms into the frame. The directions say to install 4 bolts with washers and nuts. There is no way that I can get to the bolt ends to tighten or torque unless I remove the the slider rails. I have to assume that Im looking at something entirely wrong as no where in the instructions were there any mention of removing the slide rails to gain access to tighten the bolts for the pivot arms. I have went thru the questions and no one has mentioned this issue. Obviously I need someone to explain just what must be pretty obvious to everyone else. Thank you

The bolts that hold the pivot arms to the slider B and W hitches do not require a nut on the back of them as they are pre-threaded. If you check out the video I attached below at the 5:50 mark you can see our installer installing the pivot arms and he doesn't have ot use a nut.
