Can the Kodiak Disc Brake Kit Part # K2HR2D Be Used with 16 Wheels

I do have an option for you but the Kodiak Disc Brake Kit part # K2HR2D only works with 10"-13" wheels as the hub/rotor combinations is not large enough for use with 16" wheels. The wheels would physically fit on the hub assuming you have a 5 on 4-1/2" bolt pattern but would not be rated for the wheel size. You would also need to confirm that your trailer's spindle uses L44649 bearings for both the inner and outer seat.
Your best option would be to change wheel size from a 16" diameter wheel to a smaller 10-13" diameter wheel. Assuming the 5 on 4-1/2" bolt pattern is correct for you, I recommend taking a look at the Karrier ST175/80R13 Radial Trailer Tire with 13" White Wheel part # AM31951.
I have attached a review video of the wheel/tire combo for you as well.
