The Kat's Heaters engine block heater for the 2013 Kia Optima is part # KH11812 and Kat's recommends installing it in the block expansion port at the left/front of the engine (driver's side front). Here are the install instructions from Kat's.

Cartridge Heater Installation
1. Located cartridge hole on the engine block .
2. Clean cartridge hole of all debris. Use compressed air.
3. Coat hole and cartridge with silicone to ensure heat transfer and seal hole from water.
4. Attach cord to heater.
5. Install heater into the hole. Rotate the clip on the cord to the proper position to secure the
heater and cord to the engine block.
6. Route the cord through the grille, using cable ties to prevent the cord from getting in contact
with any hot or moving parts.
