Is Stabilizing Strap Required for Curt Trailer Hitch on 2010 Honda Civic

For non trailer load the curt trailer it said you must use a stabilizing strap. What is this about?

You are correct. The Curt Class I Receiver Hitch # C11391, which is confirmed to fit your 2010 Honda Civic, requires you to use an additional stabilizing strap for non-trailer loads, such as bike racks and cargo carriers. This is simply an additional safety measure that Curt takes with their lower Class I and Class II trailer hitches, and is not necessarily an indication of the hitch's strength.
Draw-Tite does not have this same requirement, so the Class I Sport Frame Receiver Hitch # 24763, which is also confirmed to fit your vehicle, will not require you to use an additional supporting strap. When all else is equal (which is the case between these two models), we tend to recommend the Draw-Tite hitch for this very reason, as the stabilizing straps can be a bit of a hassle to use.
This Draw-Tite Class I Hitch will use existing holes in your Civic's frame for a no-drill installation and provide you with a 1-1/4 inch receiver opening and 200 pound tongue weight capacity. I have attached an installation video on your 2010 Honda Civic that you can use for reference.
