You'll need a few things for your 2007 Dodge Charger in order to carry a wheelchair safely.
First, you'll need a Class III trailer hitch, which is available for your vehicle as part # 76145. This Draw-Tite Max Frame carrier provides a solid base for your vehicle to carry numerous hitch mounted accessories.
I've included a link for all compatible ramped carriers for your Charger's new hitch, however wanted to recommend one in particular that will serve your needs.
The Flint Hill Goods 30" x 50" Wheelchair Carrier w/ 48" Ramp - 2" Hitch # FHG77ZR includes an integrated 48 inch ramp that folds up to the side of the carrier, giving you an easy way to load the wheelchair into the vehicle. It can carry up to 500 pounds, and with a 28 inch wide platform, is compatible with most mobility devices.
I've included a video review of the carrier, as well as an installation on a 2018 Dodge Charger of the Draw-Tite hitch so you can get an idea of what the process looks like.
