Does it actually strech when pulling a stuck car? I bought a different brand that claimed it streched up to 20%,but when I used it,it felt like chains?

The Erickson Recovery Strap w/ Reinforced Loop Ends # EM59500 is designed to stretch 10 percent so if you were to take off abruptly it would give a little bit.
