Question:
Needing extra clearance and saw the Curt extender part 45796, can this be used for towing a trailer or just for bike rack and other items like that?

Yes, you can absolutely use the Curt Extender for 2 Inch Receivers # C45796 referenced in your question, along with a ball mount and hitch ball, to tow a trailer. This extender is designed for 2 inch trailer hitch receivers and features a 3,500 pound towing weight capacity along with a 350 pound tongue weight capacity. It has an overall length of 23-1/4 inches and a distance of 18 inches from the center of the hitch pin hole on the trailer hitch to the center of the hitch pin hole on the extender.
The important thing to keep in mind when using this or any hitch adapter is that it will reduce the overall weight capacity of trailer hitch on your vehicle by 50%. You will just need to make sure the loaded trailer weight and tongue weight do not exceed the hitch's reduced capacity when using the extender.
I have attached a short video demonstration on this product that you can also check out.
