Should Light on Brake Controller Stay On All the Time

The display on the Tekonsha Primus brake controller # TK90160 will show something until it goes into power saving mode at which point the display will be blank. If the controller never goes into power saving mode then there is likely a short somewhere; the most likely culprit is a corroded trailer connector (vehicle or trailer side).

If you have a different brake controller let me know what it is and I can determine the specifics of when it should light up and when it shouldn't.
