The Curt Class III Trailer Hitch # C13517 referenced in your question is confirmed to fit your 2003 Chevy Tracker.

If the holes don't seem to be lining up with those on the vehicle's frame, it's possible that the hitch simply flexed/bent a bit during the shipping process. This is actually fairly common, as a hitch is designed to have some flexibility, which is needed when it is installed and utilized on a vehicle. You can flex the hitch back by using controlled force, such as placing one end in an open step and pulling on the other end. You can also use a bench vise or any method that allows you to apply controlled force.

Next, if the bolts appear to be too large to thread into the existing holes on the vehicle's frame, it is very likely that they are simply packed with grime and corrosion. This is especially true for older vehicles like your 2003 Tracker. I recommend cleaning them out with a wire brush and some PB Blaster. You will want to apply a good amount of the spray into the weld nut and then let it soak for a good 15 minutes before using the wire brush. For a wire brush you can use # 814092.

I have attached a couple articles regarding the very issues you are having that you can also check out.
