For a trailer hitch receiver compatible with your 2014 Toyota Sienna, I recommend using the Draw-Tite Max-Frame Trailer Hitch Receiver part # 75237. This trailer hitch is a Class III receiver with a 2" opening. It also has the highest tongue weight capacity (675 lbs) of any other trailer hitch receiver we have for you. This will be your best option to carry both the scooter and ramp.

As long as the scooter and ramp do not exceed more than 675 lbs then this hitch will work for you.You will also want to check your owner's manual for the vehicles total tongue weight capacity as the lower of the two ratings will be your limit.
