Will a 98 ford truck hitch fit a 98 ford explorer?

There were quite a few differences between the 1998 Ford trucks and Explorers so you'd need a new hitch for the Explorer like the Draw Tite # 75096 which is a confirmed Class III hitch with a 2 inch opening.
