Question:
Will the heater actually sit in liquid or just heat by conduction from the block? Thank you so much for the help.

The Kat's Heaters Custom Fit Engine Block Heater part # KH11812 is a cartridge style heater that fits in a hole in the block of your 2012 Hyundai Genesis. It does not actually touch any fluid. It would just heat up the metal of the block by conduction like you mentioned.
Just for fun...
Heat conduction (or thermal conduction) is the movement of heat from one solid to another one that has different temperature when they are touching each other.
