A four way flat plug does not have the ability to have an electric brake controller installed. You would need to either upgrade to a 5 way to include that trailer brake function or a 6 or 7-way trailer connector. The most common way to add trailer brakes with a brake controller to the vehicle side is to use the # ETBC7. This kit will give you the connector to utilize your current 4-way wiring and then add the reverse function, brake controller, and 12V power to give you the 7-way system. Not all functions need to be connected if you don't want reverse or 12V power, but it does give you the ability. If you don't yet have a brake controller, I recommend the Tekonsha Prodigy P3 # 90195 because of its ease of use and LCD display along with presets.
The electric brake controller output will be connected to the blue wire of the trailer connector to supply the brake power when you hit the brake pedal in your vehicle or when you hit the manual override slide on the controller. I've attached a video of this installation on a 2011 Ford Edge as well as have linked an article to assist.
