One Brake Keeps Dragging After Releasing Brake Pedal
Question:
WHEN I BRAKE THE TRAILER BRAKES THEN RELEASES EXCEPT FOR ONE IT STAYS LOCKED AND DRAGS. HAVE CHANGED BRAKES ,SCAMS, CHAMBER BRAKES, SLACKADJ STILL DOES IT. WHAT CAN IT BE? WILL APPRECIATE ANY HELP.

If you are having the same issue on the new brake that replaced the old one then you have a wiring issue on your trailer. If it were on your vehicle side then all of you brakes would lock up. I will want to start off by checking your grounds on your trailer and making sure that they are all solid and connected to a good, clean, bare metal surface.
I would double check to make sure that your brakes are all individually adjusted correctly. After that you will want to check the wiring on your trailer for that specific brake. Looks for any places where the wire is corroded, bent, damaged, or exposed and replace it with 10 Gauge Wire # 10-1-1 and Butt Connectors # DW05745-5.
If that doesn't work then you can follow the attached help article on testing brake magnets to make sure that your brakes are functioning properly, or you can use a 12V battery to test the brakes directly.
If your problem brake tests just fine but you cannot find a problem with the wiring then you will want to run new wire using the parts listed above.
