For your 1999 Ford F-150 XLT, I recommend the Replacement Multi-Tow 7-Way & 4 Pole Trailer Connector # 74682 to work with your factory tow package. This will give you the updated connection for your trailer if your current 7-way isn't working properly.
Then for the brake controller, I recommend the Tekonsha Prodigy P3 Trailer Brake Controller - 1 to 4 Axles - Proportional # 90195. This brake controller is easy to use and is extremely reliable. It has a user friendly LCD screen that makes code deciphering a non-issue and gives you immediate information when you need it. It has presets for easy trailer towing and will apply the brakes to your trailer at the same time and with the same intensity as you hit the brakes in your truck.
This will connect with the Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers # 3035-P right under the dash of your truck. I've attached a video to assist.
