For your Jayco 12BS popup camper, I recommend the Tekonsha Prodigy P3 brake controller # 90195. This brake controller will apply the brakes on your trailer at the same time and with the same amount of pressure as you hit the brake pedal in your towing vehicle. It has a really easy to understand operation with the LCD screen and preset trailer towing options. It has the manual override if you need to apply your trailer brakes without hitting your vehicle brakes. The best part of this controller, other than its reliability is the diagnostics that don't rely on error code deciphering but give you easy to understand information immediately.
For that light a trailer, I do still recommend using a weight distribution system mostly for the sway control function. I recommend the Reese Steadi-Flex Weight Distribution System w/ Sway Control - Trunnion - 4K GTW, 400 TW # 66557 for this application because it has the automotive grade friction material similar to brake pads that will help control trailer sway. I recommend the hitch ball # 63845 for this application.
