For your trailer jack, I recommend the Fulton Bolt-Thru Swivel Marine Jack - Bolt On - Sidewind - 12" Lift - 1,500 lbs # FXP15L. This will give you a total of 24-3/4 inches extended and will give you a jack able to handle the tongue weight of your trailer while still giving you a wheel.

For towing, you want your trailer to be level, so from the sound of it you may need to get a ball mount that has a lower drop height. You may want to consider an adjustable ball mount like the B&W Tow & Stow 2-Ball Mount - 2" Hitch - 5" Drop, 5-1/2" Rise - 7.5K - Black # BWTS10038B or the 180 Hitch 2-Ball Mount w/ Stainless Steel Balls - 2" Hitch - 6" Drop, 7" Rise - 10K # LTB6-2. I recommend getting a hitch lock like # e98882 to secure your investment.
