The straps you are referring to are the Curt Bike Rack Strap, part # 18050, for the Curt Class I 1-1/4 inch Hitch, part # 11338. These straps are required by Curt on their Class I and Class II 1-1/4 inch hitches for any non-trailer load, like a bike rack.

The Curt Bike Rack Strap, # 18050, will attach to the bike rack and the other end to the trunk lip or window on your 2008 Mazda 5. It gives added support and stability to the bike rack and keeps the movement of the bike rack to a minimum. This will put less stress on the hitch and your vehicles frame and will help prevent any damage to those components.
