A ST175/80-13 bias load C tire can absolutely be replaced with a radial load D tire. This will help your tires to run cooler when you are traveling on paved roads. I recommend the Kenda Karrier ST175/80R13 Radial Trailer Tire - Load Range D # AM10210 which is rated for a maximum capacity of 1,610 lbs at 65 psi. These tires are rated for a top speed of 81 mph. Obviously the trailer load will be restricted by components other than the tires based on the total load of 1900 lbs you gave.

Based on that information, I think a load range of D may give you too stiff a ride and it may actually be less comfortable to tow. I recommend you stick with a load range of C and go with the Taskmaster Provider ST175/80R13 Radial Trailer Tire - Load Range C # TTWTRTM1758013C. This will give you a max load per tire of 1360 lbs at 50 psi and will give you a maximum speed rating of 81 mph. The automotive grade tread has sipes that channel water away from the tire for better traction which will give you the smoother ride and longer life you are seeking along with the cooler running tire based on the design of a radial tire.
