The only available trailer hitch that is confirmed to fit your 1991 Toyota Camry is the Curt Class I Receiver Hitch # C11223. As you referenced in your question, this Class I hitch has a 1-1/4 inch receiver opening. This is because the vehicle itself simply does not have the type of weight capacity that a higher class (and larger receiver opening) hitch will provide. Trailer hitch manufacturers do this to prevent smaller vehicles from being overloaded with a higher rated trailer hitch.

The Curt trailer hitch has a 200 pound tongue weight capacity. Please note that Curt requires that all non-trailer loads such as bike racks and cargo carriers be supported by stabilizing straps like # 18050. I have included the installation instructions for this hitch that you can check out.

When looking at cargo carriers, you will just need to make sure the option you choose is compatible with Class I trailer hitches. Depending on the size and weight of your wheelchair, something like the Reese Cargo Carrier # 63155 might be a good option.
