There are two different possible connectors that could be under the dash that vary from different vehicle models. The connector you described is one of them, and should plug into the item you selected, Universal Brake Control Wiring Adapter, part # 3021-S.
To install you will connect the wires to the wires coming out of the brake controller color for color. The Red wire of the harness should be connected to the brake switch wire of the brake controller, which should be the Red wire. The White wire is the ground wire and will be ran to the ground of the controller, the White wire. The Black is the power source, and will be ran to the Black wire of the brake controller. The Blue wire is the brake controller output, and will be ran to the Blue wire of the controller.
After making those connections, you may also have to splice into the Blue wire from the brake controller and run a lead and connect to the 7-Way harness which is at the 5 oclock position when looking at the 7-Way from the rear of the vehicle. The Blue wire is usually ran towards the back of the 7-way, and terminated somewhere along the frame rail, this is why you will need to run a new Blue wire. You will need to use 10 Gauge Blue Primary Wire, part # 10-1-1.
I have linked an FAQ on brake controllers that you may find as a good reference.
