Hopkins Brake Controller # HM47295 Only Has Full Voltage When Using Manual Override Switch

brake controller has low voltage output with brake pedal but has 12v with override

It sounds like there is a bad connection on the red wire from your Hopkins Brake Controller # HM47295 to the stop light switch.

You will need to check to make sure the red wire has a good connection to the stoplight switch wire. You can use a circuit tester, part # PTW2993, to verify that the red wire is connected to the wire that only has signal when the brakes are applied.

The manual override on the brake controller allows you to manually power the brakes on the trailer and does not require the signal from the stoplight switch.

If you find that the connection to the stoplight switch is good, there is a possibility that there is a problem internally with the brake controller and it will need to be replaced.
