Will this work on a 94 ford explorer? I wana mount it to put a light duty plow on it?

Draw-Tite front mount hitch # 65017 is a fit for the 1994 Ford Explorer. It has a vertical load limit of 300 pounds so any plow you use will have to weigh less than 300 pounds.
