Platform Bike Rack that Has Weight Capacity for 53 lb E-Bike
Question:
I have two electric bikes. One weighs 47 lbs and the other is 53. If I put the heavier bike closer to the vehicle, will this rack work for these bikes

The weight capacity for the Hollywood Racks TRS 2-Bike Platform Rack # HR3000 that you referenced is 50 lbs per bike. The capacity is more than just for the overall capacity of the rack though. Each of the rails is only rated for 50 lbs so if you need more capacity this rack would not work.
A similar rack that would work is the Saris SuperClamp EX part # SA4025F, which has a capacity of 60 lbs per bike. This rack is also much lighter at 35 lbs compared to 57 lbs with the TRS. This would be an ideal solution for you. Check out the review video I attached as well.
