Westlake tires and 99% of ST rated trailer tires are made overseas, but meet or exceed the DOT and FMVSS specifications. The Westlake brand is one of the most popular trailer tire brands out there and customers have been very happy with them. They also come with the best warranty of any tire we carry because the manufacturer believes in their products and they have a complimentary roadside service for 2 years available anywhere in the US.

The Westlake ST235/85R16 Radial Trailer Tire - Load Range G # LHWL410 have a load rating of 4400 lbs at 110 psi. They have a tread depth of 13/32 inch and have a speed rating of 75 mph. They have a 5 year warranty along with the 2 year roadside. That is far greater than any other manufacturer of trailer tires that I'm aware of.

I would give the edge to the Westlake ST tires on a trailer over the Goodyear G614 Radial you mentioned because they will have a slightly thicker sidewall than the LT tires, but both of these tires will have 4 steel plies in the tread and 1 steel ply in the sidewall. They will disperse heat differently and also have different tread with more siping. I've attached an article to assist.
