The difficulty with an electric bike is the fact that they weigh a lot and many hanging bike racks cannot support these bikes. Even with a bike adapter bar like # HRBA-PRO attached, the bikes are too heavy to be carried in this way.
The best solution is to use a platform style bike rack that is rated to be used with electric bikes.
