For your 60 pound electric bike with 4 inch wide tires, I recommend the Kuat NV 2.0 2-Bike Platform Rack # NV22G. This is compatible with 2 inch trailer hitch receivers and can hold 2 bikes at 60 pounds each. It can also accommodate tire widths of up to 4.8 inches. A great feature of this carrier, which will come in handy when loading or unloading your heavier e-bike, is the integrated lever that allows the rack to tilt forward. The lever can be conveniently activated with your foot, so your arms can be free to handle the bike. This carrier also includes built in bike and hitch locks to secure the carrier to your vehicle and the bikes to the carrier.
The Thule T2 Classic 2 Bike Platform Rack # TH9045 is another good option. It has a 60 pound per bike weight capacity and will work with bike tires up to 5 inches wide. This includes a hitch lock to secure the carrier to the trailer hitch and lock cylinders # TH450400 can be added separately for securing the bikes to the rack. The carrier features a HitchSwitch lever that will let you tilt the rack down or fold it up, although unlike the Kuat, you will need to pull it with your hand. For a 4-bike carrier, you could use the T2 Pro XTR # TH69TX.
I have attached video demonstrations on both of these bike racks for you to check out.
