The RockyMounts BackStage 2 Bike Platform Rack # RKY10002 fits the exact description of what you are looking for in a bike rack to carry 2 bikes on your 2001 Toyota FJ Cruiser. It has the ability to tilt, swing-away, can fold up, and comes with hitch and bike locks to deter theft of your equipment.
Since trailer hitch receiver locations and spare tire width can vary you will want to measure from the center of your hitch pin hole to the outermost edge of your spare tire. If that measurement is under 8 inches then you are good to go. If that measurement is over 8 inches then we will need to explore other options.
If your rear clearance is not under 8 inches then you will want to go with the Yakima FullSwing 4 Bike Rack # Y02465. It does use the hanging style, but the rear clearance is 9 inches instead of 8 so it will be your only option if your spare tire is too wide. The FullSwing does swing-away with the bikes still loaded and features bike and hitch locks with an anti-rattle device which help secures the bike rack to your hitch.
