If you are not getting voltage with the blue wire on your brake controller when pressing down on the brake pedal or using the control's manual override switch, then I first recommend checking to make sure the output from the controller itself is adequate. You can cut the blue wire a few inches from the connector at the back of the controller. Apply a grounded circuit tester like # PTW2993 to the blue wire coming from the controller, then press the brake pedal. If there is not a full-strength brake output signal on the wire, then you will need to check the other connections on the controller. It is also very possible that this could indicate a damaged brake controller and it may need to be replaced.
Next, you will want to check that the red wire coming from the controller is getting a signal only when the brake pedal is pressed. This wire carries the signal from the brake pedal switch that will tell the controller when to generate a brake signal for the trailer.
If all of the wiring checks out fine, then I recommend going to the 7-way connector to look for any bent or damaged pins. Corrosion or debris within the connectors can also lead to a bad connection. Fix or clean anything found to see if this resolves the issue.
If you are still not able to find the cause of your issue, please let me know and I will be happy to look into this further. I have also attached an article on troubleshooting brake controller installations for you to check out.
