Tekonsha Voyager Brake Controller Turns On When Test Light Connects To Brake Controller Wire

We have the Tekonsha Voyager brake controller, and everything is checking good for power except when you go to test the controller its showing no power but when you take test light and put it in the blue wire the controller will come on, what could that possibly be?

The Tekonsha Voyager brake controller # 39510 is sensing a trailer connection when you put the circuit tester light on the blue brake controller wire. The controller turns on because it is sensing that trailer connection by the light drawing a small amount of power. This is proper functioning of the brake controller.
