Could this unit be considered safe/strong enough for a front mount receiver with 17ft canoe mounted over crew cab of 2016 F250 Super Duty long box? I tow a 5th wheel trailer and would like to bring the canoe

The Darby Extend a Truck Kayak Carrier part # DTA944-968-924 is designed for exactly what you are looking to do so it would be considered safe for use in a front hitch to carry a canoe.
A much more stable setup though would be the Rhino Rack part numbers # RRVA150B, # RRRLKVAH, # RTL002, and # DK190H.
