Does Adapter Used in Trailer Hitch Reduce Towing And Tongue Weight Capacity

Regarding this part Curt 45795.Can you tell me when the description says this reduces hitch capacity by 50 if that means a 50 reduction in tongue weight capacity or towing capacity or both?
