The Curt 2 inch hitch part # C13206 which is a fit for your 2016 Subaru Outback Wagon actually doesn't sit too far recessed under the rear bumper of your vehicle. I attached a picture that shows that it actually is almost flush so a ball mount like the part # C45030 that you referenced would be a great choice.
For a hitch ball we have the part # 63845 for a 2 inch ball or part # 63847 for a 2-5/16 inch ball.
For trailer wiring you then would want the Tekonsha kit part # 118467 which is a confirmed fit. This brand is the one we have best luck with in terms of reliability so we recommend it the most.
Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
