Some brake controllers do not work well with electric-over-hydraulic (EOH) trailer braking systems. These systems present a very different electrical load than electric drum brakes and some controllers cannot properly recognize them. Aftermarket units like the Prodigy P2 # 90885 have a setting specifically to allow use with EOH actuators.
You can check your controller's main menu screen to see if it offers an EOH operating mode; if so you need to select this option.
If not you may want to replace the unit with an aftermarket controller like one of the Prodigy series, the P2 # 90885 or the P3 # 90195 which offers additional features like storable settings.
