The green light on the Tekonsha Voyager Brake Controller, item # 39510, is designed to notify the user that the circuit for the trailer brakes is complete when the trailer is attached to the vehicle. If the light is on without a trailer connected there is a problem on the vehicle side.
Usually the problem is corrosion in the trailer connector. This corrosion causes a false reading because the brake output terminal and the ground terminal in the 7-Way connector are both at the lowest point. This is where moisture and debris will cause corrosion and a weak signal can bridge the terminals and cause the issue you are seeing. You should check the connection side and the inside of the 7-Way connector for this corrosion. If the corrosion cannot be cleaned out you will need to replace the connector at the rear of the vehicle.
Another possibility, but less likely, is that the blue brake controller output wire is shorted to ground somewhere on the truck. You will need to run down the short or replace the blue wire from the brake controller to the 7-Way connector if this is the case.
Finally, the least likely possibility is that the brake controller itself is malfunctioning. If this is the case the brake controller will need to be replaced. There are no user serviceable internal parts on the Tekonsha Voyager Brake controller.
