All roof racks will generate noise, but some more than others. Basic round and square bar racks tend to be noisier than elliptical and aerodynamic bars which do better at cutting through the wind. The best way to avoid this concern is to use a roof rack designed to be quieter.
Please also keep in mind that at least as much as the rack itself, what you load onto a roof rack will be the primary cause for the noise you hear when driving. Luggage, cargo boxes or baskets, bike racks and bikes all make noise.
Of all rack options for your 2012 Subaru Legacy with naked roof, shown on the linked page, the best value in a quieter aero type rack comes from Rhino-Rack.
