Will a reciver from a 1995 or a 1999 dodge fit on my 2006 f150?

No you would have to upgrade to a new hitch as there aren't any hitches for trucks that fit between brands and in most cases they only fit for a few years at a time.
A very popular option for your 2006 Ford F-150 is the Curt hitch part # C13365 which I attached an install video for as well.
