For your 2014 Volkswagen Beetle if you want to be able to carry more than 2 bikes I recommend going with a trunk mount bike rack. There are options, see link, as long as the vehicle is a hardtop without a panoramic roof. The Thule Passage # TH910XT is a great, inexpensive option that will fit. And for the 3-bike version it is # TH911XT.
For the 2 racks listed above, if you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. I have linked a video showing how the adapter works.
Going with a trailer hitch will allow you to carry bikes without have any part of the bike rack touching the vehicle but you will be limited to 2 bikes maximum. For a hitch you can use # C11354. It will fit all models except for R-Line or GSR models.
For a bike rack I recommend the Curt # C18085. This rack holds the bikes by the wheels so it is compatible with many bike styles. I have linked videos on the bike racks for you. You will also need a stabilizer strap # 18050.
