There really is several ways people can mount the fenders part # F008559 that you referenced. The Fulton fender is designed to be mounted with your existing hardware, or with brackets designed that are specific to the trailer frame on which they are to be installed.
Trailer fender brackets like the part # CE26061G are designed to fit as many applications as possible, at times drilling additional holes in the bracket can be necessary.
I am confident you would be able to get this bracket to work but you will need to drill an additional hole in the bracket so that it lines up with the holes of your # F008559.
