The 2009 Chevy Silverado does not have a port to plug in a brake controller but it does have the wiring for it tucked up under the dash, to the left of the steering column, held together with a white tag that lists the functions of the wires. So you would not use a brake controller wiring harness that plugs into the vehicle. I have linked a help article explaining the installation of a brake controller on a truck like yours.
