I contacted UWS, and they gave me a couple of solutions to get your tool box to open.

UWS suggested to first try to push down on the top of the lid to make sure the lid is close all the way and latch. Then turn the key to the unlock position and then pull both paddle handles to open lid.

If this does not open the tool box lid, then there might be something in the box that that could be interfering with the connecting rod between the latch and the handle. They suggested parking on a downhill incline or stopping suddenly while driving in a safe area, like a vacant parking lot, to help shift cargo away from the connecting rod.

Finally, if nothing seems to be interfering the connection rod and the lid is latched correctly, then there might be a problem with the lock cylinder. To access the box, you will have to drill out the lock cylinder. The lock cylinder then can release to allow you to access the box. We have replacement lock cylinders, # UWSLOCKCH501, that will fit in your UWS tool box.

Having a similar issue, but have discovered its actually the way the latch connects to the handle. It is in the furthest "left" position, but this leads to it not fully releasing from the rod/hasp when the latch is engaged. If that make ssense? If I could move the bar that goes into the latch a few mm to the left, it would engage better. Looks like it would need to be re-drilled to do so. Bummer.

If you tried the steps that Jared outlined and your tool box still won't unlock then your best option is indeed to simply drill out the lock cylinder. If you're not comfortable doing this for fear of damaging the box you can also contact a local locksmith for assistance.
