Yes, the Curt Trailer Hitch Receiver # C11419 is a confirmed fit for your 2016 Kia Soul, that is not an EV model.
I do have a hitch adapter for you, part # HTAD, will convert your 1-1/4 inch receiver to a 2-inch receiver. Keep in mind that if you use an adapter or extension on your hitch that it will reduce the weight capacity of the tongue weight of the hitch by 50%. This means that the # C11419 hitch will be limited to no more than 100 lbs of tongue weight and it is not recommended for towing. There will also be some additional movement if you were going to be carrying a bike rack or cargo carrier.
I also recommend getting a Trailer Hitch Receiver Lock # e98879 to prevent theft of your adapter. You may want to get a second one with a similar key for your accessory as well.
Since you will be using a Class I hitch you will want to make sure anything that you are trying to tow is compatible with a Class I hitch. If you were looking into a bike rack # TH9058 or cargo carrier # C18145, these two options will fit the Curt hitch # C11419 without having to use the adapter.
I will link some demonstration videos for you to view.
