Does Top Center Bolt for Trailer Hitch 75866 have to Be Installed on a 2016 Chevy Silverado 1500
Question:
What happens if I choose not to drill hole in bumper and do not put in the screw. Do not want to mess up plastic on bumper

If you do not install trailer hitch # 75866 according to the installation instructions and use the hitch then the warranty will be void, the capacity will be unknown, and the hitch won't be properly supported on the vehicle to reach its rated capacity rendering the actual capacity unknown.
There should be a cap on the center step of the bumper on your 2016 Chevy Silverado 1500 that you would just pry up to access the hole needed to mount the hitch at the center location.
Another option is to go with a hitch that does not have that center attachment point such as # 76016 so you won't have to worry about bumper modification or voiding the warranty.
If you plan on doing some towing I recommend etrailer ball mount kit # EBMK4. It comes with a ball mount with a 2-3/4 inch rise or 4 inch drop, interchangeable ball set, hitch pin with clip, and a storage bag.
If the ball mount kit does not have the right rise or drop to tow the trailer level, use the link I have included that explains how to measure to choose a ball mount to tow the trailer level.
