The Car Top Cargo Rooftop Cargo Box # CTC-18S will offer some protection from the elements however it is not sealed tight or water proof. No cargo box is completely water proof. If you're storing anything in it that absolutely cannot get wet, such as electronics of any kind, I would keep them in plastic bags before storing in the box.

If you're interesting in locking the box, the Master Lock Covered Solid Body Padlocks # 141T pair well with the cargo box.
