For your 2000 Jeep TJ, we have cargo carriers that will work assuming you have a 2 inch hitch that is standard for most Jeeps with a slight modification required for a folding carrier and spare tire. The problem we will face is having a folding carrier that will work with your spare tire. The spare tire often requires too much distance for most folding carriers.
I only have one aluminum carrier that folds and is a fit for your hitch, and it is the 19x60 Curt Cargo Carrier for 2" Hitches - Aluminum - Folding - 500 lbs, # C18100. This only gives you 4-1/2 inches from the center of hitch pin hole to closest edge of the carrier when folded up.
For the 24x60 measurement you prefer, I recommend the etrailer Cargo Carrier, # e98874, which is also a folding carrier. This is a steel carrier that allows 9-1/2" inches from center of hitch pin hole to closest edge when folded.
You can use a hitch extender adapter like # C45791, which will give you another 8 inches of clearance but this will also limit your hitch's tongue weight and towing weight capacity by 50% when in use. This will allow the folding function to clear your spare tire.
I recommend an anti-rattle lock like # 63232 to secure your hitch and carrier to your vehicle. If you use the extender adapter, I'd suggest two of these anti-rattle locks.
