Anytime you are going to haul cargo on the roof of your 2002 Honda CR-V you will want to check the owners manual or Honda dealer for what the roof capacity is for your vehicle. The roof capacity will let you know how many pounds you will be able to haul on the roof of your vehicle.

If the weight of the roof cargo bag is on top of the crossbars, the weight capacity of the crossbars or the roof capacity is what you will have to adhere to, whichever is the lowest capacity in the system. Most of the roof cargo bags can be used on the crossbars or just on top of the roof and attached to the crossbars to keep them secured.

The cargo bag I recommend is the Curt Cargo Bag # C18220.

When they say weatherproof/waterproof they mean they will keep the contents from the rain and other bad weather conditions. It has flaps that are made to cover the zippered areas for the added protection against water and dirt. But, because the cargo bags use zippers, they are not completely waterproof. To be considered as waterproof the bag would have to be submerged under water and have no leakage into the inside. Since the cargo bags have zippers and straps that are sewn in for strength, the sewing procedure leaves small holes from the needle that could possibly allow some leakage.

You will also want to check the size of the cargo bags to the roof of your vehicle since you said the distance between your crossbars is 30 inches. The Curt cargo bag is 38 inches long x 34 inches wide x 18 inches tall and the Pilot cargo bag is 53 inches long x 31 inches wide x 17 inches tall. Both of the cargo bags will fit your roof, but you will need to determine if you will be able to use them between the crossbars or on top of the crossbars.
